ADJ3543960 (LAO 0789656)ADJ1691548 (LAO 0789657)OPINION AND ORDER GRANTING PETITION FOR REMOVAL AND DECISION AFTER REMOVAL            Defendant California Insurance Guarantee Association (“CIGA”) seeks removal in response to the November 10, 2016 Findings and Order (F&O) issued by the workers’ compensation administrative law judge (WCJ), wherein the WCJ stayed CIGA’s Petition for Contribution from defendant Highlands Insurance Company (“Highlands”), in receivership in the State of Texas. CIGA contends that the WCJ lacked jurisdiction to issue the stay, and that even if the WCJ did have jurisdiction, she should not have stayed the Petition because Highlands did not prove that Texas is a reciprocal state under the Uniform Insurers Liquidation Act (UILA).            We received an Answer from Highlands. We also received a Report and Recommendation on Petition for Removal (Report), wherein the WCJ recommended we dismiss or deny the petition.            We have reviewed the record, and considered the allegations of the Petition and the Answer, and the contents of the Report. Based on our review of the record, we will grant removal of CIGA’s petition, rescind the Order, and return this matter to the trial level for further proceedings.////// , PROCEDURAL BACKGROUND            Applicant worked for defendant employer Mayfair Plastics (“Mayfair”) as a production worker.
