ADJ3193455 (SJO 0234823)ADJ3923827 (SJO 0240720)OPINION AND ORDER GRANTING RECONSIDERATION AND DECISION AFTER RECONSIDERATION            Defendant California Insurance Guarantee Association (“CIGA”) seeks reconsideration of an arbitrator’s Decision and Order of April 10, 2009, wherein the arbitrator found as follows:       “Notwithstanding the absence of the insurance policy itself,       secondary evidence supports a finding that a UNITED       PACIFIC/RELIANCE policy was issued whereby STANFORD       UNIVERSITY had Workers’ Compensation coverage for       STEPHEN HERRING’s specific injury arising out of and in the       course of his employment at STANFORD UNIVERSITY on       1/8/99. Therefore, UNITED PACIFIC/REILANCE in liquidation,       CIGA has standing to recover provable Workers’ Compensation       payments made on account of said injury by UNITED       PACIFIC/RELIANCE and or CIGA either before or after       liquidation. It is further found that the date of injury of STEPHEN       HERRING’S cumulative injury in SJO 0240720 is 7/20/99 for       which insurance coverage rests with UNITED       PACIFIC/RELIANCE and not with ZURICH.”            In these matters, applicant filed an application for adjudication of claim on February 24, 2003 in case SJO 0234823, wherein he alleged that, while employed by Stanford University as a groundskeeper on January 8, 1999, he sustained specific industrial injury to his neck and to his
