ADJ 1082421 (RIV 0053377)ADJ 2895025 (RIV 0050397)ADJ 4589469 (RIV 0044334)OPINION AND DECISION AFTER RECONSIDERATION On July 20, 2009, we granted petitions for reconsideration filed by Ace Property and Casualty (Ace Property) and State Compensation Insurance Fund (SCIF) in order to allow sufficient opportunity to further study the factual and legal issues raised by petitioners. This is our decision after reconsideration. After an arbitration proceeding on the issue of the right of contribution in accordance with Labor Code section 5500.5 pursuant to Labor Code section 5275, the Arbitrator issued a Summary of Evidence, Findings of Fact, and Award of Arbitrator dated October 8, 2008. The Arbitrator found, in relevant part, that applicant had suffered a single continuous trauma injury between October 10, 2001, and October 10, 2002; that he was entitled to vocational rehabilitation because of the specific injury suffered on October 10, 2002; that medical treatment and temporary disability , indemnity paid during the first three months after the specific injury are attributable to that injury; that the remaining temporary disability appears to be the consequence of the surgeries, physic
