In that decision, the workers’ compensation administrative law judge (WCJ) found that “the lien of Bahar Gharib Danesh Chiropractic failed to disclose the financial interest in Pain Relief Health Center as required by Labor Code section 139.3(a) . . . [and] Pain Relief Health Center failed to comply with Labor Code sections 139.2(a) and 5703(a).” The WCJ also found that there were no billing statements to substantiate the lien claims of Biotech Medical Diagnostics and Shubba Jain, M.D. Furthermore, the WCJ found that no interpretive services had been provided. Consequently, the liens of Bahar Gharib Danesh Chiropractic, Pain Relief Health Center, Joyce Altman Interpreters, Biotech Medical Diagnostics, and Shubba Jain, M.D. were disallowed.            In an unverified petition, Bahar Gharib, Danesh Chiropractic, Pain Relief Health Center, Dr. Shubba Jain and Biotech Medical Diagnostics, contend that the WCJ erred by disallowing their lien contending that “Pain Relief Health Center had discussed the issue of financial interest with Bahar Gharib Danesh Chiropractic to [sic] her patient and was asked to sign the disclosure if she was to agree to its content.” Furthermore, lien claimants contend that the billing statements for the , liens were not provided due to excusable neglect but failed to identify the excusable aspect of the neglect.
