ADJ7930663ADJ8456548ADJ8462533(Oxnard District Office)OPINION AND DECISION AFTER RECONSIDERATION Defendant State Compensation Insurance Fund (SCIF) seeks reconsideration of the June 13, 2016 Joint Findings and Award and Order issued by the workers’ compensation administrative law judge (WCJ). In Case No. ADJ7930663, the WCJ found that applicant sustained admitted industrial injury to her bilateral wrists, neck, bilateral shoulders, hands, elbows, and gastrointestinal system while employedas a bank teller by Pacific Capital Bank, insured by SCIF, during the period from October 10, 1989 through November 30, 2001 causing temporary disability, 50% permanent disability with no apportionment, and need for further medical treatment. The WCJ further found that applicant did not sustain compensable industrial injury while employed by Pacific Capital Bank, insured by Travelers Indemnity (Travelers), during the period November 11, 2007 through May 31, 2009 (Case No. ADJ8456548) or during the period October 10, 1989 through July 18, 2007 (Case No. ADJ8462533); that there is no apportionment of liability between the three cumulative trauma claims; that “[t]he injury was complete in 2001 under the coverage of SCIF;” and that the issue of post-termination defense raised by Travelers is moot. In the Opinion on Decision, the WCJ states “Applicant testified (Summary of Evidence, 03/17/2016, page 6) that she could not move most of her fingers by 2001, and that she reported this as industrial to her employer then.
