This is our Opinion and Decision After Reconsideration. Applicant sought reconsideration of the Findings and Order issued by a workers’ compensation administrative law judge (WCJ) on May 12, 2016. The WCJ found, in pertinent part, that he did not have jurisdiction to reverse the utilization review (UR) non-certification (denial) of home health care services 16 hours a day, 7 days a week for one year and skilled nursing services two times a week for one year. The WCJ also found that applicant, while employed as a truck driver on June 30, 1999, sustained industrial injury to her right shoulder, gastroparesis, psyche, and neck, and claimed injury to her bilateral lower extremities, heart, upper extremities, and the back. Applicant contended that the WCJ should have considered that defendant unilaterally terminated home health care and skilled nursing services without any change in her circumstances, and without first submitting the issues to UR. Defendant filed an answer. We received a Report and Recommendation on Petition for Reconsideration (Report) from the WCJ in response to applicant’s Petition for Reconsideration, which recommended that the Petition be denied./// , We have reviewed the record and have considered the allegations of the Petition for Reconsideration and the contents of the WCJ’s Report, and we now issue our decision after reconsideration.
