CITY OF LOS ANGELES, Permissibly Self-Insured, DAVID H. LEHMAN, WORKERS’ COMPENSATION APPEALS BOARDSTATE OF CALIFORNIADAVID H. LEHMAN, Applicant,vs.CITY OF LOS ANGELES, Permissibly Self-Insured, Defendant(s).Case No. ADJ3474515 (VNO 0469638)ADJ122649 (VNO 0423622)OPINION AND ORDER GRANTING RECONSIDERATION AND DECISION AFTER RECONSIDERATION            Defendant seeks reconsideration of the September 23, 2009 Joint Findings and Award issued by the workers’ compensation administrative law judge (WCJ) wherein the WCJ found, based on the parties’ prior stipulations, that applicant, while employed as a police officer from November 25, 1974 through November 27, 2000 (VNO 0423622), sustained industrial injury to his neck, back, knees, heart, and in the forms of hypertensive heart disease and hernia. Also based on the parties’ prior stipulations, the WCJ found that applicant sustained industrial injury to his bilateral wrists while employed from November 25, 1974 through March 3, 2003 (VNO 0469638). The WCJ further found that the injury in VNO 0423622 (November 25, 1974 through November 27, 2000) caused 100% permanent disability and that the injury in VNO 0469638 (November 25, 1974 through March 3, 2003) caused 50% permanent disability.            Defendant contends that the WCJ erred in finding that the injuries herein caused two separate Awards totaling 150% permanent disability arguing that the disability in VNO 0423622 and VNO 0469638 overlap. Next, defendant contends that the WCJ should not have relied on the medical opinions of Robert Audell, M.D., and Robert Weissman, M.D., as they are not substantial evidence. Finally, defendant contends that the WCJ violated its right to due process by failing to comply with the requirements of Labor CodeI section 5313 in that the Decision does not 1All further statutory references are to the Labor Code, unless otherwise noted. , sufficiently set forth the reasons for the decision and the evidence relied upon.            Applicant
