NORDSTROM INC permissibly self-insured CYNTHIA MOLINA WORKERS’ COMPENSATION APPEALS BOARDSTATE OF CALIFORNIACYNTHIA MOLINA, Applicant,vs.NORDSTROM, INC., permissibly self-insured, Defendants.Case No. ADJ6552646(Santa Ana District Office)OPINION AND DECISION    AFTER RECONSIDERATION            We earlier granted applicant’s petition for reconsideration of the April 2, 2012 Findings And Order of the workers’ compensation administrative law judge (WCJ), who found in pertinent part, as follows:[justify]  “The applicant is responsible to pay all of the medical bills/liens in this[/justify][justify]  matter, for any treatment that occurred outside of Norstom’s [sic] Medical[/justify][justify]  Provider Network [MPN] based upon the Stipulations with Request for an[/justify][justify]  Award, paragraph 7, which was properly executed by all of the parties and[/justify][justify]  approved on January 3, 2011 by Judge Barling.”[/justify]            The WCJ also ordered that applicant “is responsible to pay all of the medical bills/liens in this matter,” and that defendant “has no responsibility, for any medical bills/liens that were provided outside of the Medical Provider Network of Nordstrom, Inc.”            Earlier, on January 3, 2011, a different WCJ approved the parties’ Stipulations with Request for Award, wherein it was stipulated that applicant incurred industrial injury to her back and psyche while employed by defendant as a loss prevention agent on September 23, 2007, causing 10% permanent disability and need for future medical treatment.            Applicant contends that she was denied due process and the WCJ improperly found her liable for all medical bills and liens because a lien claimant is prohibited by Labor Code section 3751(b) from collecting money for medical services directly from an applicant unless there has been written notice of denial of the applicant’s claim, and because the WCAB is precluded by that Labor Code section 4605 , from adjudicating an
