This is our Opinion and Decision After Reconsideration. Defendant sought reconsideration of the Findings and Award issued by a workers’ compensation administrative law judge (WCJ) on June 24, 2009, wherein the WCJ found that applicant, while employed as a deputy probation officer from August 15, 2004 through August 15, 2005, sustained industrial injury to her right upper extremity, left upper extremity, neck, shoulders, hands, nerves, tremors, dystonia, chronic pain syndrome, and reflex sympathetic dystrophy, causing 78% permanent disability and a need for further medical treatment.            Defendant contended in essence that the WCJ erred in finding 78% pcrmanènt disability,arguing that the opinion of panel qualified medical examiner (QME), Arthur P. Koweil, M.D., on which the WCJ relied, does not constitute substantial evidence because it is ambiguous and lacks a clear diagnosis. Defendant argued that Dr. Kowcll’s finding of 60% whole person impairment (WPI) was not supported by the evidence, and that the WCJ erred in referring to The Lawyer’s Guide to the AMA Guides and California Workers’ Compensation because it was authored by Robert Rassp, an applicant’s attorney. ,             We have considered the petition for reconsideration and we have reviewed the record in this matter.
